On the morning of June 12, 2025, the 7th InterPro Professional Development Program for International Education was launched in Qingdao, Shandong Province. The event was co-organized by the China Education Association for International Exchange, Shandong Provincial Department of Education, and China Institute for International Exchange, and hosted by Ocean University of China.

Key officials including Fu Bo (Deputy Secretary-General of the Association), Li Peng (Deputy Director General of Shandong Education Department), and Zhang Jing (Executive Deputy Secretary of Ocean University) delivered speeches at the opening ceremony. Hou Yongfeng, a senior researcher from the Ministry of Education, gave a keynote address. More than 160 representatives from 70+ institutions nationwide participated. Prof. Luo Xiaobing, ICARE’s Chinese Dean, was invited to deliver a special report.

Drawing on ICARE’s experience in curriculum development under the “New Engineering” initiative, Prof. Luo shared insights into building an international postgraduate curriculum system. He highlighted ICARE’s adaptation of the European modular teaching model into a localized framework, forming a structured progression of “foundational courses – advanced professional courses – internship and practice.” He also presented ICARE’s successful pathway of “introduction – digestion – innovation – output” for international educational resources and showcased exemplary outcomes.
